Ownership
The rules may specify that certain entities may own entities. The term "owner" as used in the rules refers to an entity which owns another entity.
Players may own entities.
A transferable entity must be assigned to another entity capable of owning that entity when it is created. The transferable entity is then owned by the other entity.
A player may choose to transfer any transferable entity he owns to another entity at any time, provided the recipient is capable of owning that entity. Once this transfer is announced, the chosen recipient becomes the owner of the entity. The previous owner loses all rights of ownership over the entity when this occurs.

### Donuts are the currency of Radio Free Nomic. Donuts are nameless, transferable entities, which may be owned only by players, the Donut Warehouse, or other entities which the rules explicitly state may own Donuts. 10000 Donuts are created, and this sentence is then amended to read in full "Donuts may not be created or destroyed, or split into smaller fractions.". If ever the rules specify a fractional number of Donuts are being used in any transaction the number shall be rounded. If no method of rounding is specified for that transaction, then the number shall be rounded to the nearest integer. If a Donut transfer is attempted which would leave any entity with a negative number of Donuts, that transfer shall fail.
The Donut Warehouse is a named, non-transferrable, unownable entity. The Donut Warehouse is the place where all Donuts which are not in circulation are stored. Q CONTINUM PUNISHMENTS
An ethics committee is to be set up whenever one player considers another to be acting against the spirit of the game. The committee will be composed of all the players with the exception of the defendant and his/her accuser. The ethics committee will decide between themselves if said player has broken the spirit of the game.
This is to be achieved by means of a simple majority of 1 (should the players be deadlocked then an EA can be used).The vote of the EA in this matter is to be totally random - regardless of any other legislation.
Should they find the defendant guilty an unlimited fine can be imposed by the committee. The fine is to take the form of a points deduction from the transgressors score.
Should the defendant be found innocent, then the player accused recieves damages which will take the form of 25 points deducted from the accuser's score and added to the defendants.

Since it is quite evident that Gavin aka Q is not omnipotent any legislation pertaining to Q or submitted by him is hereby to be declared as a hoax. The consequences of this shall be that the player known as Q is ritually demasked (ie he is to be called MR Jennings!!!) and all points gained during his period as Q are to be removed.
This Rule also rewmoves any legislation about omnipotence.

Should at any time a player considers the speaker to have abused his position that player may call a special vote, only open to the players. This vote suspends the voting period on all other proposals until all players have cast their vote for or against the proposal. Should a Speaker be found guilty of this abuse he is stripped of his position and all points gained during his tenure as speaker are removed.
Following an impeachment the player in question can no longer hold any future position in the game except that as a citizen. A new speaker is to be selected from among the remaining players. The game shall be considered over should all the players be impeached in this way.

This rule allows for a special vote to be called on a specific proposal.
A special vote has the following properties;
1. It suspends all current voting, or transactions (ie transfers of donuts) by or between players (APTCR) until after its voting period closes.
2. Only players are permitted to vote on these proposals. Regardless of any rule pertaining to EA's, or non-player entities, this type of vote is only open to players.
3. Any player may call a special vote by communicating with the speaker, as they would for any other proposal (APTCR). There is no cost to this if it falls into at least 1 of the following categories;
1. The proposal to be voted on has risen directly from the outcome of any
game institution.
2. Any proposal, which specifically states that any change to it requires
a special vote (or alteration to such a proposal).
3. Any proposal altering the current parameters that define when the game
is considered over (whether by victory, or by default).
4. Any proposal which directly affects a game institution.
4. A player may call for a special vote outwith these areas mentioned
above, but doing so requires the payment of 50 donuts which is transferred
to the damages fund.

A player may join the game at any time.
To achieve this he must email the speaker, with the relevant information.
The speaker must then email all the current players, with the real name +
address of the player. Should any player object to the involvement of the
new player, he must give specific reasons ( within 3 days, to be sent to
all other players) and a vote (players only) is then called.(This 4/7 day
wait is considered a trial period)
For this 'proposal' to pass a simple majority is all that is required
(However all players must vote within 3 days - or their silence will be
interpreted as consent).
The new player is then eligible to the full rights of a citizen. With the following restriction;
1. He may not vote on any proposal submitted before his initial application, or upon any proposals where the voting period expired during the trial period.
If during the next thirty days it is deemed that the player is 'unsuitable' by any player, then said player may call a vote. This vote again is only open to players, but requires at least a 2/3rds of the players to be in favour of the removal.
Should this vote (movement?) fail, then the player calling it must either pay the new player 'reperations' of 50 donuts, or if he is unwilling/ unable to do so the player has 50 points deducted from his score.

"Hit The Road Jack"
Any player may be suspended/ expelled from the game.
To achieve this any players currently holding full priveledges, may call a vote specifying his reasons for seeking the suspension, and as a second point the level of punishment sought.
All players must respond within 4 days of the call being distributed ( the current rules specifying the means and manner which are considered valid in the above), non- response is assumed to mean compliance with the call.
The response are for both parts of the rule, against both parts, or for the suspension, but against the punishment (in which case they should suggest a more fair one) . Should the third option occur then one valid player (ie neither the proposer, or one who is suspended) is given the right to decide the punishment level - taking into consideration the wishes of the players
The punishments possible are, suspension of all priveledges for a set period of time that is no less than a week, no more than three months. Total expulsion from the game (ie they can no longer participate at all).
Priveledges will be deemed as any of the rights of a player, and the suspension of any income gained during the period of the suspension .
Should the proposal fail then the person proposing it must pay damages to the subject of the proposal of fifty donuts, if he cannot/ will not then the player automatically loses 50 points.
