Animate entities are entities which are meant to represent or resemble things capable of thought within the game; inanimate entities are all other entities.  Rules which create entities may, as an alternative to utilizing this definition, declare the entities they create as either animate or inanimate.  Players are animate entities.

Animate entities must either be living or dead.  Unless otherwise stated in the rules, animate entities are living when created.  If the rules declare an animate entity to be immortal, it can not be dead.

Players become dead if they are murdered by another player or themselves.  A player can murder another player only if the player being murdered is not a vegetable, the player being murdered is living, and is located on the same zone.

This rule in no way condones murder; it only recognizes that it is possible.

This rule has precedence over all other rules, especially those involving the retroactive application of rules. In this rule double quotes are delimitors.

Vampires.

> Vampires exist in the rfn world. Vampires have the following bans/

1. They can fly- this costs them 4 blood points per zone they wish to travel over. Flying over a zone does not include entering, therefore vampires are not subject to the entrance requirements of any zone they fly over. If a vampire wishes to enter a zone he must land, and then is subject to any entrance requirements that may exist.
2. They cannot enter a zone, owned by an entity, without either owning it themselves or being invited in specifically by Email, by the owner. This ban does not include common ground, or any zone owned by an entitty which has no entry requirements at all.
3. Any points they have are converted into blood points, should at any time a vampire have negative blood points, he must eat a donut, 2 donuts equals 1 blood point, . Until they have at least 5 blood points- failure to do this results in the player becoming torpored.
4. Torpor is a state in which a vampire is not allowed to take any activity in the game, except to convert his donut's into blood. 2 donut's equal one blood point. A vampire may only exchange donut's for blood in this way to bring the player out of negative points, and only then to a maximum of 10 blood points. A vampire in torpor may be picked up by any animate entity in the same zone as him and moved about.
4.To feed a vampire most satisfy the following;
1. He must be in the same zone as the entity he is feeding on.
2. He must announce by email that he is feeding.
3. If he is not taking a resisted action, the vampire can specify how many blood points he is taking.

Failure to do so means a vampire cannot feed for that day.
5. Upon a vampires creation the date, and time is noted. The oldest vampire (ie the one with the earliest creation date) is called the Count, and has a servant named Igor. To create a new vampire,
both the vampire and the wannabe vampire must be in the same zone- note when the count de magpye creates a vampire it is assumed that he flies to the zone the entity is currently in. The wannabe vampire must satisfy any conditions that the vampire has on creating progeny (ie they must pay the donuts to the count de magpye - however between players this decision is entirely up to them.) The vampire then emails the speaker that he has created progeny on that date. Note a vampire may create progeny against the progeny's will providing they above conditions are met.

6. All vampires are technically dead- but being tragically hip they suffer none of the side effects that affect other animate entities. Any additional powers are unique to that vampire and must be specified in the rules as such.

7. Upon creation a vampire may get a special ability, there is a 1 in 5 chance of a vampire gaining a special ability, but a 1 in 10 chance of gaining a specific ability.. The vampire either gains potence, granting him supreme strength (effectively acting as a +10 modifier to his wise apple total), or presence, which means his personality is powerful, and he can only be resisted at all with players with 15 wise moon apples (regardless of the vampires own level of wise moon apples he will automatically succeed in feeding on the victim below this level)

Vampires may only feed on 'points'. The most points that are 'gambled' during feeding is randomly determined between 1 -10 points by the speaker. Therefore although a vampire may feed on any entity, he will gain no nourishment.
Any entity with wise moon apples may resist an attempted feeding. Unless a special ability exists, this is a straight contest the entity with the largest amount of wise moon apples wins the fight. The victor gains the points 'gambled at the same time the loser, loses the same number of points.

Igor

Igor is the servant of the oldest vampire.
His abilities are as such,

1. He speaks with a lisp, walks in a stoop, and creates cobwebs.
2. He has a dog named fang
3. He is in love with Nanny Ogg.
4. He can 'grant' his master 25 blood points a month to bring his master out of torpor.
5. If his master is in torpor he will carry him back to the nearest zone he owns, or the donut warehouse at no cost.
6. He always follows his master everywhere, he will always be in the same zone as his master. If his master is attacking, Igor adds a modifier of +10 wise moon apples to his total.

This is all one proosal. the numbers reflect where they go in the rules and the qoute is the title.

1109 - "The courthouse."

There is a building named the courthhouse. It is located in zone (1,1), unless stated otherwise any action within the rules that requires a 'legal' process is enacted here. These actions include CFJ's and supreme court judgements.

   309 - "Due process".

To request a CFJ the initiator must travel to the courthouse. He must remain at the courthouse for as long as it takes for the cfj to be resolved, either by retraction or judgement. The same is true, should a player wish to request a court appeal he must traveel to the courthouse, and wait there until the matter is resolved.

Judges and supreme court members must travel to the courthouse to give their verdict. They may travekl by any method convenient to them, and any costs they meet as a result of this are paid from the donut warehouse. They must also wait in the courthouse for a day after they give their judgement.

  1121 - "The Springfield Monorail."

The Monorail in Radio Free Nomic is owned collectively by all players. Its terminus is located in zone (1,1). Each player is issued with a station upon the purchase of their first zone. Players who already own zones must nominate a zone which they own within 72 hours of this rule coming into effect. Failure to do so will result in their station being placed in one of their zones at random. If at any time a plyer does not have a monorail staion one will be issued to them upon the purchase of their next zone.

The monorail can only transfer entities between zones that there is a station located in. The cost to use the monorail is 5 donuts which is transferred into the collective kitty.

The monorail is comprised of stations. These stations once situated in a zone cannot be moved. Stations are a non-animate, non-transferrable entity.

1112 -"The collective Kitty."

The collective kitty is a small biscuit tin hidden away in the donut warehouse. Whenever a rule states that the proceeds go to the collective kitty the donuts go here. On the first friday after the rule comes into effect any remaining revenues in the collective kitty are distributed equally amongst the non-vegetable players. Should these revenues result in a remainder, or the division of a donut the moneys remain in the collective kitty, until the next 28 day period.

The collective Kitty is maintained by Mayor Joe Quimby.

1113 - "Mayor Joe Quimby"

Mayor Joe Quimby is the title given to the player who maintains the collective kitty. He has the following responsibilities - 1. Monitoring the use of all collectively owned entities. 2. Ensuring all revenues are collected, and distributed fairly.

Mayor Joe Quimby is corrupt, as a consequence he takes a 'skim' of 10 % of all the revenues raised in this manner. These are taken before the distribution of donuts.

The term of office for a joe quimby is 3 calendar months. The position is randomly selected at the start of each period, from among all the players.

1114 - "Expense Chits"

Any player who has expenses paid as the consequence of a rule must submit an expenses chit to Mayor Joe Quimby within 72 hours of using the service, otherwise the costs shall be removed from them, rather than from the donut warehouse.

1205 - "Warrants"

Any player who has a supreme court appeal raised against him must travel to zone (1,1) immediately and wait there until he is judged.

Retract rule 1401

9999 - University Of Nomic.

There exists in zone (1,1) the University of Nomic. The University of Nomic issues degrees of recognition to the efforts of players. The deans of the university of nomic are the players known as Gavin Doig, Stuart Park and Gavin Logan. Should a player believe they merit recognition for their work in the game they may submit evidence openly of this, they should also submit the degree and subject area they wish to be considered for.. The three deans may then decide upon what ,if any, merit that degree, by a majority vote the only responses to this are black ball (no), or white ball (yes). If the deans are in favour of awarding the title, the player will recieve that title.

Status in Radio Free Nomic is denoted by Digital Wristwatches, often referred to merely as Watches. Watches are indestructable, non-transferable, non-discardable entities. Players should be proud of their collection of Digital Wristwatches. The opposite to Watches are Pants - no Players are proud of their Pants. If you are proud of your Pants, something is wrong. Pants are also indestructable, non-transferable, non-discardable entities. They are referred to singly as 'a pair of Pants'.

All players gain a Digital Wristwatch of Playership, then this sentence removes itself from this rule.

Should amendment to the rules create new varieties of Watches or Pants, or if Watches or Pants are removed from the rules, the starred table in this rule is immediately updated to reflect such changes.

"Players may buy any unowned zone which is not common ground by sending an email to the Realtor, stating the location of the zone they wish to purchase, and the bid they offer for the zone. The realtor will then announce that a bid has been made on that zone, but not the bidder, or the price bid and any other player who wishes to make a bid for that zone has 48 hours to respond with a counter offer by the same method as above. The realtor will then announce that a counter offer has been made. The realtor may not announce who the other bidder is, or the price bid. If no other player makes a bid, the first bidder is sold the zone at the bid he made. If there are opposing bids the highest legal bid is given the zone.

A player may retract his bid at any time within the first 48 hours of making that bid. The cost of this is 10% (or the nearest whole donut to 10%) of the bid price. A player may increase his bid at any time within the 48 hours of the initial bid.

A legal bid constitutes the following - it must be in donuts, and it must be made within 48 hours of the initial bid, also the player must be able to pay the bid price in donuts. A bid may not be in the form of X+1 donuts - where X= highest bid, any form of this sort of bidding is forbidden."

Add the following text to the end of the rule.

"The realtor is a title given to the player who performs the following tasks within the game; Checks bid values, keeps the record of ownership of zones, supplies information as regards the current owners of zones. For this the realtor recieves 5% commission in every land sale that occurs. <The initial relator is the player known as Gavin Logan this text enclosed in the <> is then removed upon adoption>.

<All zones purchased prior to Midnight GMT, Sunday 10th January 1999 are henceforth turned in to common ground. The current owners of these zones are paid 150 donuts each per zone owned, unless they are members of the four horsemen in which case they recieve 250 donuts per zone owned."

If the speaker in error, submits any messages he recieves as a proosal, or incorrectly identifies the player who submits the proosal, that proosal is deemed null, provided that the player incorrectly identified notifies the speaker before the end of the voting period, and the speaker accepts the error. In this case no voting takes place, and there is no penalty incurred by the player. If a dispute arises from disagreement over this, the grievance is aired in the supreme court, where the judge decides on the unique circumstances of the case alone.
