Rule Changes that affect Rules needed to allow or apply Rule Changes are permissible. Even Rule Changes that amend or repeal their own authority are premissible. Rules are Objects. When a new Rule is created the owner of the proposal that created the Rule becomes the owner of the Rule. When an existing Rule is modified the owner of the proposal that modified the Rule becomes the owner of the Rule, regardless of who the previous owner was.
