[nbd] Discussion on Next Proposal

I want to submit a proposal that defines "business days", as stated in the
ruleset.  I want "business days" to = weekdays, excluding holidays.

If anyone would like to suggest holidays that should be included (or argue that
none should be included) please email.  Right now my tenative plan is to include:
Jan 1
MLK day (3rd Monday of January)
President's Day (3rd Monday of February)
Memorial Day (4th Monday of May)
July 4
Labor Day (1st Monday of September)
Columbus Day (2nd Monday of October)
Thanksgiving Weekend (4th Thursday of November and 4th Friday)
December 25
