The rule NomicElection that says: "If there exists a Nomic Office that is
vacant..."

This would cover the election of the Nomic High Priest once the office is
created.

Btw, with 3 votes, this law will pass, but I'll wait until the 2 day
expiration before announcing candidacy.  I have a great vision that Bob
would want conveyed to the friendly masses.  He has a plan for you and your
driveway.
