Honestly I can't see any logical way to choose any time unit for the proposal (as The Founder said, there's no default).
Since the proposal references all of its time units in turns, I will assume that "3" is also in units of turns.
I realize that this is an extremely arbitrary decision with very little basis (I'm simply making this decision because I have to choose, and this choice seems to make the most sense). I would strongly recommend retracting this proposal and re-writing it with the intended units.
