Suggestions please!

I am working on a proposal for next week that hopefully should stop any discriminatory proposals from getting in. After playing Nomopoly I we all realized that there really is no fine line between what counts as discriminatory and what doesn't, but this should take care of any blatant attempts.



Proposal:

No proposal may reference the name of any player in the game.



Basically this proposal allows you to reference a player, but you must do so relative to a game event or status, not by name. So for example, the following proposals would be illegal:
- THE CHEESE is kicked out of the game
- Any player whose name ends in "Gu" wins

And the following would be legal:
- Any player who holds a 6 of Diamonds, a 10 of Spades, and a King of Clubs is kicked out of the game.
- The player with the least money wins the game



I would like this to work properly and have a general consensus before I propose it, so please offer any suggestions you see fit.
