The following proposal has been supported by Ps and baf explicitly, jwal
by omnibus, and Roger and myself implicitly. It goes into effect as Rules
93 and 94 in one hour.

> I. If any list of things is said to be in "Standard Order", that will mean
>    they are ordered according to case-insensitive alphabetical order,
>    ignoring articles (the words "a", "an", "the") and non-alphabetic
>    characters. Any items remaining will be at the end of that list,
>    ordered alphabetically with articles included but non-alphabetic
>    ignored. Any items still remaining will follow in numerical order if
>    numerical, and at the very end of the list if not.

> II. If one item from a set is to be chosen by "Random Selection", the
