In heavy saucepan or double boiler combine caramels and 1/2 c. evaporated milk. Cook over very low heat, stirring constantly until caramels are melted. Set aside. Grease 9 x 13" baking pan.
In large bowl combine cake mix, melted margarine, 1/3 c. evaporated milk and pecans. Press 1/2 of dough in 9 x 13" pan. Bake at 350 degrees for 8 minutes. Sprinkle chocolate chips over hot baked bottom layer. Spread caramel mixture over. Crumbel rest of dough over. Bake again at 350 degrees for 18-20 minutes. Refridgerate 30 minutes.
