Title
Entitlement to Votes on Proposals
Rule
When voting on a Proposal, each Voter has at least one Vote. A
Voter may have more than one Vote on a Proposal if and only if a Rule
so states. The Speaker may not vote on Proposals. This rule takes
precedence over the default rules for voting.
