Justification
When I became Recorder, (wee) Helen got a bit confused about whom to send her Judgement to, and she sent it to the Speaker within 96 hours, and I only got hold of it by midnight, which I thought was fair enough. 207(1) is usefully paradigmatic but not binding here.
