My only objections are nitpicky, so I vote FOR Togas.1.  (I was going to 
raise a stink about "Tom Ogas resolves ties," but it has the benefit of 
being a very simple system.  Heh ... what if he ceases to be a player?  Do 
we still have to call him?)
