I think that perhaps the "warrior fort" thing should be scrapped and replaced with something else that would work better in this game. It wasn't a great idea to begin with anyway...
My idea would be to replace the warrior thing with some sort of card system in which players may influence the actions of others by playing cards during their turn, and they have a set limit of cards (most likely five) after which they cannot collect any more cards.
I had a number of ideas to make the game more interesting, but they won't work too well if suddenly we're waging a very cramped and not-too-well-planned-out war.
