I never said it did. It is in the grey area though, since AAAAAAAAA! is mathematically the only person who could possibly be in that level range at the end of the proposal period, and he already is. However, since the proposal doesn't say something to the effect of "when this proposal is implemented," it's technically not an immutable reference.
