Actually this kind of ties in to another idea I was going to present next... I was thinking it would be neat if players could put their own items up for sale at the shop, for whatever price the player wants, and then anyone at the shop can buy the item. This would probably work nice either on its own or alongside the idea you presented with the Dark Lord putting items up for sale at the specified price.
One thing that does worry me about your idea is the ability for rich players to gain excessive power (ie. depending on the situation, buying a Lightning Bolt for $3000 could be a really good deal for those who can afford it). I'm not too sure about the pricing of the items, but then again I don't think anyone could come up with a pricing scheme for all the items that would be guaranteed to remain perfectly balanced. I guess this is why I would probably lean towards the concept of players selling items at their prices (instead of the Dark Lord's fixed prices), so that the prices will essentially be determined dynamically by supply/demand.
Also, to solve the problems with controlling the Dark Lord's shop, maybe add in that you can do stuff at the shop if you either are on that square, or any adjacent square.
