I don't think it would ever work without a major change (much more than the price, unless it cost somewhere in the neighbourhood of $5000). Besides, The T has the most to gain from the Shields: he has control of the Dark Shop right now, and with this, nobody else would ever be allowed to go there (that's part of why I didn't like the Dark Shop: it's on the board, which means the player who controls that square, and the adjacent squares, has more power over the shop then players who don't). The shield would just make that way worse.
