Well its not when the proposal passes that is important. Its when Jeff actually puts the rule into effect. But thats why I liked that idea because I would have warning if people had noticed.
I fully agree that really the only way to win is to win in some kind of loophole. Though it might be possible to win "legitimately". Right now with people running at so little cash if somehow people moved into range of your units you might be able to Power Drain people just enough to win without really saying you are exploiting a loophole per say.
