Question about Proposal #80

As far as I can tell, the wording of: "While safecracking, the SCV can not take any other commands and is treated the same as if it were cooling down" has exactly the same effect as simply giving the command a cooldown of 24 hours and giving the player the ? box if it is still there after the cooldown. Or is there some other effect of this particular wording that I'm not seeing?
