I'm not sure why you think it's too high. The Cloak isn't terribly powerful (you get one non-Move command before it ends) and assuming they get would get in, there'd be roughly a 9% chance of getting one with the frequencies in the game (7% if the Mushes & Shroom get in).

As for it being weird, yeah. :-) I thought having a way to sneak attack would be interesting.
