I would say issuing any commands would fall under the same category of "one type of action". So issuing multiple commands, even different types of commands to different units, is all one type of action.
I realize that this is somewhat of an arbitrary decision, but given the description of commands in Proposal #1 and vague definition of "one type of action", this is really what makes the most sense. Noboby has broken the rule yet, but this will probably become an issue fairly soon
