I don't think the equal to case is that important (what are the chances that someone does an action where the cooldown is exactly equal to the rest time, right down to the second?)
I'm more concerned with a player being able to rest a unit for 3 days, and then attack with it 4 times in a row.
Honestly, if log-in frequency is the problem, I would be more in favor of something simple such as "All commands have their cooldown times multiplied by 2"
