Considering that Proposal #54 passed, I think the probability of #56 passing is somewhat lower. Now that the players who previously had "no chance" can easily be on even (or in some cases better) footing then other "established" players. After all, they can plunk down Forts in a nice, uncrowded area, and they're guaranteed to be able to form a perfect shell. If anything, the slight extra price is more than worth it to them, to be able to get that sort of positioning, nothing any of the "established" players have.
