Maybe we could end voting, if all votes have been cast?

This would on one hand allow proposals which are common sense to be enabled without the waiting period during which no discussion would be there and on the other hand this wouldn't cause Jeff no trouble because this case will nearly never occur. Allready because some players do not log in for some time and delay it and only one vote is sufficently to break the process (so there will be no '... is not the winner'-rule [though no such rule is allowed it can be implemented indirectly]) and if anybody wants to discuss a proposal he will be able to do so.
