I'd vote against anything of this kind. I put in a lot of time and thought to develop not only my board position, but also the proposals I've made. Even if I wasn't doing as well as I am, I wouldn't try to repeal the whole thing. Slow it down, maybe. But most likely, I'd just make a proposal to try and level the playing field, much like Le Roc's current board expansion rule (good luck with that, since if 100 squares was "too big," 90 might be as well).
