Because the only people who do like it had an early start and now have the board sewn up. The way the game is set now, it's difficult for anyone who started late to catch up with those who were able to start early. I, for one, took several turns before I landed on an unoccupied square and built a fort. I now only have an SCV and a fighter in addition to my fort and am on an occupied square; it doesn't seem like I will land on an unoccupied square anytime soon.
