Proposal #46

I think the biggest problem with it would be that players would use it simply to make multiple, unrelated proposals together at once. There should be rules about the parts needing to be related, but then that'd be hard to enforce. In addition, most times when multiple units and commands are added, they usually go together and would not have been divided by parts anyway.
