There are plenty of proposals being passed. And the ones that aren't are being rejected for valid reasons too.
Just imagine for a second, if every congressperson(or member of parliament or whatever you choose to imagine, political figures anyway) were paid for every yes vote they made. You could propose practically anything to the government with the promise that it would be passed.
This is nothing more than bribery, although I have few doubts that the proposal will pass. I mean hey, who doesn't like money for nothing? Even if it costs them the game. It's simply human nature to see the immediate benefits before the long term effects.
