If you like part of the rule but absolutely despise sections of it then yes you are unable to vote for only the sections you like. This is unfortunate, however I like them as a group, and I do not want to use say 3 proposals to get each section in. If you feel you are unable to vote yes for the whole proposal then vote no or abstain, and simply propose the sections you do like in a separate proposal. I will not be offended and will likely vote yes for the subsequent proposal.
