A couple of things that I'm not clear on:
Each player will be given a new hidden property called Winning Votes. So does this mean that players cannot see their own Winning Votes value?
Whenever a proposal is accepted that a player voted yes on their Winning Votes property will be increased by 1. But won't this show up on the History page, thereby making it no longer a hidden property to those who are willing to read the History page in detail?
