Actually, that would probably work quite well in preventing the "umbrella" syndrome, turning it more into a "turtle" strategy, where you'd be forced to either push your units to the frontlines, or pull back and not attack.
The other thing that I had thought of was a modified cool down on attacking (so that "siege" units took longer to cool down from attacking, or possibly even other commands). That wouldn't solve the problem of "umbrella" strategies (your idea sounds like it would work) but it would allow for very strong attacks (or even some sort of splash damage), without unbalancing the game.
