Hm, double checking...
It looks like the Rber Ducky (proposal #8) wasn't implemented until the 20th at 13:51 (GMT +9) or 3:51 (GMT +0). I'd guess since the proposal didn't specify the exact time the Ducky moves that it moves at midnight (GMT +0) on each saturday. If so then it missed moving the first week by a few hours. There could be an argument made that it should have moved on that first day since the proposal doesn't say when just that it moves on Saturday.
