Compunomic: This was tried a while ago under the name "Perlnomic". Every part of it was part of the program though. To propose something, you uploaded a Perl script that made the changes to the directory that the other scrpits were in. This proposal script would only be run if enough people voted for it using voting scripts.
As for a Assimbly language nomic, perhaps we should pick a simpler processer, such as a 6502. Someone will have to decide what chipsets we would use though.
