Reasonably logical as it might be, there's no guarantee that Jeff and I will have the exact same interpretation. Just look at spells, where I thought certain things were implicit in the proposal I made, but upon discussion with Jeff he provided me with his interpretation of the rule that was also derived logically. Such is the result of not explicitly stating all parameters in a proposal. In a perfect game, everything would be completely defined and would leave no room for interpretation, so that all players (and the admin) would have the same result of any given proposal. It's nit-picking, I know. But just ask the admin, he'll tell you to define everything clearly as well, such as your definition of damage in the contexts of the spell.
