Since this isn't the programming world, those definitions don't hold. However, I do agree that in general usage, those terms do default to a value of 1. But since they and numerous other terms weren't defined in the proposal, there is a large amount of latitude for Jeff with respect to filling in the blanks, and that means that my interpretation (or yours, or Q's intended meaning) could be different from his. Had all the unknown information that has been mentioned in the multiple posts with regards to the proposal been specified, there would be no problem. But instead we are left with a half-defined proposal that leaves me wondering how the specifics will be filled in.
