It's not as if other proposals will abuse this while we are waiting, as who here would exploit this loophole? Anyone making a proposal that exploits this knows that it has little chance of ever passing. The worst a proposal made this way can do is pass extra quick, or take up space in the proposal archive, so why try to rush a fix trough?
