New spells may be added to the game in a similiar fashion to proposals. The only change is that the voting period is shortened to 3 days (72 hours).
No bug. Players may create spells in a similar manner as proposals, meaning that you may only have one active at a time. I do fully understand your argument, but the way your proposal was written, there is nothing separating the concepts of spells and proposals (except the shortened voting period).
If this is not what you intended, you probably should make another proposal to fix it.
