Re(5): Have you read the section on proposals rule 4 carefully

If i was going to be perdantic the origional proposal used both the terms vote and player. Therefore if the modification refered to them as votes, It wasnt requesting you to change anything, it was just a proposal that would have no effect -- and we have a precident for having them
