Since how easy/hard certain winning conditions are to meet has changed, I propose to modify Rule III.2 to read as follows to reflect these changes:
At the end of any turn or after any update to the Nomopoly page (eg: the proposal posting on Thursday), if a player meets at least 5 of the following conditions, that player is considered the winner:
a.. That player has at least 125% as much money as each other player
b.. That player owns at least three separate blocks
c.. That player owns at least one block of at least three squares
d.. That player owns more squares than each other player
e.. That player is the same colour as at least one of their blocks
f.. That player owns at least one painted square of each colour
g.. That player has passed over or landed on every square on the board that already existed on the board at the beginning of that turn at least one time during that turn
In addition, at that time, the player cannot meet any of the following conditions:
a.. That player currently holds the Hot Potato
b.. That player currently holds a Poison Donut
c.. That player is currently bankrupt
d.. That player currently has less than 50 health
e.. That player is the same colour as at least two other players
f.. That player is currently in Parallel Universe

I propose to add "back alleys" to the board. A player may at any point decide to travel the back alleys instead of the "streets". When traveling in a back alley, players do not "land" on any squares or blocks and thus does not pay rent, does not have the option to buy the square if its unowned, does not have the option to buy items from the general store if passed, and does not collect any money when looping the board. For every move made in back alleys, there is a 1/8 chance of being mugged. If you are mugged, you lose 7% of your money and 15 health. Back alleys may be greased, painted, and air freshened. A player may decide at any point to switch to the back alley. Similarly, a player may switch back from the alley to the regular "streets" of Nomopoly. When switching back from the alleys to the streets, the player is said to have "landed" on the square containing the back alley that the player currently occupies, and thus all effects of the landed square come into play when switching from a back alley. A player who switches from a back alley to a square that is greased has a 50% chance of sliding in either direction.

I propose that for $200 a player may change the direction that they are going on the nomopoly board from right to left to up and downward motion. This would result in a player-moving north to south and wrapping around in the same manner as if going right to left. So if a player is on square one and decides to change direction they would then move do 20, 21, 40 and so on.
- Comments: Some of the players were not quite sure of what this rule meant. Perhaps a slightly clearer explanation will make this rule pass in the future.

There exists a new character known as The Blob. The Blob initially has 100 health. The Blob will start on Square #1 and will roll two 6-sided dice each turn, moving ahead the amount of squares indicated by the dice. The Blob is subject to the same effects of movement as players are, so it can slide on grease, enter Parallel Universe, etc. If The Blob lands on a colored square, an event will happen, determined by the color of the square:
Red: All players receive $1000 from the Admin Bank Account.
Blue: Whichever player owns the least number of squares (if there is a tie, one of the tied players is chosen randomly) will be given the opportunity to buy the lowest numbered unowned square on the board.
Yellow: The Big Fart is fed 2 Extra Large Chilis.
Green: 4 more squares are added to the end of the board, to a maximum of 100.
Orange: If the Blob is colored, a randomly selected square on the board will be changed to the current color of the Blob.
Purple: The lottery prize for that week is increased by 50%
Brown: The player closest to the Blob is immediately warped into Parallel Universe, and upon exit will return to the square that The Blob occupies at that time. "Closest" is defined in the same way as it is for the Hot Potato (ie. counting forwards on the board)
Pink: Each player must pay tax, defined as the total value of the square numbers of all of the player's squares, in Nomopoly dollars.
Gray: Two randomly selected players will have their locations swapped.
The Blob starts with 100 health and with no color. Any player occupying the same square as the Blob may "step" on it, causing it to lose 10 health. Players may shoot paint at the Blob in the same manner as shooting it at other players, causing it to lose health and/or become colored. Also, the Blob can receive the Hot Potato in the same manner as players can, and it has the same effects on the Blob as it would on players. Finally, players may use First Aid Kits on the Blob at any time (regardless of the player's location) to increase its health.
When the Blob reaches 0 or less health, it dies a horrible death, causing anyone within 10 squares of the Blob (forwards or backwards on the board), except for the player responsible for killing it, to lose 20 health. The Blob will then be removed from the game.

I propose that people are able to work for a wage each week. The beginning wage will be $100 a week and will be paid at the end of the week.
A player may increase their wage by going to the University of Nomopoly for post-secondary education. The first year base courses cost $500 and will increase the person’s wage to $300. This course will take 2 complete turns to learn and at that point the person will from then on receive a wage of $300 a week.
More courses and upgrades may be available in the future if rules are proposed to do so. The wage a person receives will be available at the end of a week.
- Comments: Just think, only 2 proposals passed this week, but if ties counted as passed, 7 would have passed.
