All Judgements must be in accordance with all the rules and all binding
precedents then in effect.  When the rules and binding precedents are silent,
inconsistent, or unclear on the statement in question, however, then the
Judge shall strongly consider currently existing game custom and the
spirit of the game in reaching a decision.
