The Bank of Nomic
<p>
  With the passage of this rule, the Bank of Nomic shall be created.
The current contents of the bank shall always be kept public.
<p>
  Points may only be taken from or given to the bank as explicitly stated
by the rules.  Any time points are taken from or given to the bank, a
public record of the transaction (indicating amounts moved and involved
parties) shall be kept for seven days.
