Amend 1162F
<p>
  A committee's ordinances and territory may not be affected
  by rules, judgements made external to that committee, or by
  another committee's ordinances, unless the affected committee's
  ordinances specifially allow such interference.  Said rules
  and judgements may only affect the APPLICATION of ordinances
  to non-members.
