Amend 1035
<p>
Before a proposal may be placed on the voting noticeboard, it must be
seconded by at least one other player other than the proposer, unless
that proposal is made by a committee (in which case no seconder is
required).
<p>
The proposer may invite one or more players other than themselves to second
their proposal.  If and only if a player replies affirmatively to this
request, that player is considered to have seconded the proposal.
<p>
The proposer must note the players who second the proposal, in accordance
with Rule 107.
