Proposal 328 [21 Apr 1999] Mark Simpson

Enact the following text (delimited by "THATSJUSTTHEWAYTHINGSARE") as a new rule.

THATSJUSTTHEWAYTHINGSARE

All Proposals must be of the following structure:

1. A Title
2. Type and subtype (if any) of the proposals (e.g. enactment, amendment, repeal, transmutation or any other type or subtype of proposals are defined by the Rules)
3. Explanation (this is optional)
4. Text of the Proposal

The text of the proposal and the title may contain self-deleting text.

Self-deleting text is any is any text contained within double curly braces (i.e. `{{' and `}}'). If the proposal is enacted as an amendment or a new rule, all self-deleting text shall take effect and then be removed, along with the double-curly braces which inclosed it.

For Duty and Humanity

Enact the following text (delimited by "PG") as a new rule:

PG

When a Proposal is Proposed, it can be designated a Philanthropic Gesture by the Proposing player. This designation will be clearly stated by the Chairperson when they send the Proposal to all Players.

Any points that would be gained by the Proposer of the Philanthropic Gesture due to its acceptance or non-acceptance will instead be gained by the Surplus Fund.

Any points that would be lost by the Proposer of the Philanthropic Gesture due to its acceptance or non-acceptance will be lost by the Proposer.

A Philanthropic Gesture is a proposal sub-type.

Our Fair Nomic

Enact the following text (delimited by "OURFAIRNOMIC") as a new rule:

OURFAIRNOMIC

1. All Nomics are parliamentary bodies of a nation. Each Nomic is a parliamentary body of a different nation.

2. All Players (Voting and non-Voting) are Members of Parliament of the nation which the Nomic is a parliamentary body of. Each Member of Parliament represents a distinct section of the nation.

3. Our Fair Nomic is real. The following is a list of all Nomics (other than this one, Our Fair Nomic), which are real:

4. Any Nomic not listed in section 3 of this rule is fictious and shall be dealt with and spoken of as such.

5. For a Nomic to be included in the list of real Nomics in section 3, a representative of that Nomic must send an email to the Foreign Minister. This email must describe the Nomic and offer proof of its existence. Proof may be, but is not limited to: mailing list address, web site address. The Foreign Minister shall verify the existence of this alleged Nomic and shall notify all Players of their progress. If they are successful in verifying the Nomic's existence, the name of that Nomic and its contact information shall be appended to the list of real Nomics in section 3. If there is no player designated as Foreign Minister, the Chairperson may stand in their place.

6. Each Member of Parliament shall have an Official Recognized Title of "Representative of X" where X will be replaced by the name of that section of the Nation which they represent. If they have not declared a section of the nation which they represent then their official title shall be "Representative at Large (and I _DO_ mean Large!)". The word "Representative" in these titles may be abbreviated to "Rep.".

7. A Member of Parliament may change the section of the nation they represent at any time by publicly stating this to all players. They may not change the section of the nation to a section which is represented by another Member of Parliament.

8. The abbreviation MP shall be equivalent to "Member of Parliament".

As Mr Simpson so eloqunelty pointed out last turn, we are in the midst of a crisis in our fair game of Nomic - people can submit as many Proposals as their heart desires! I would like the lawlessness and anarchy inherent in this state of affairs by proposing the following rule:

1) When calling for Proposals, the Chairperson shall specify the number of Proposals that shall be permissible from each Proposing Player.
2) ANy Player who exceeds the permissible number of Proposals shall be fined 2 Points per excessive Proposal. For:

1. Change the second section of rule #320 be changed from this:

"If a rule is repealed and re-enacted, it receives the number of the proposal to reenact it. If a rule is amended or transmuted, it receives the number of the proposal to amend or transmute it. If an amendment is amended or repealed, the entire rule of which it is a part receives the number of the proposal to amend or repeal the amendment. "

to this:

"If a rule is repealed and re-enacted, it receives the number of the proposal to reenact it. If a rule is amended or transmuted, it's number is appended by an amendment number of 1. If a rule already has an amendment number, that amendment number is increased by one. If an amendment is amended or repealed, the entire rule of which it is a part receives an amendment number. If the entire rule already has an amendment number, that amendment number is increased by one.

The amendment number is separated by the rule number by a "/" character.

If a proposal which passes changes the number of a rule, paragraph 2 is not followed, instead the numbering is ruled by the passed proposal."

Proposal 333 [21 Apr 1999] Lisa Patacchiola

Rule #202, the Chairperson rule, has some problems. This rule will hopefully clean it up some.

1. Change Section c. from "Duties of Chairperson: The role of chairperson consists of the following tasks which must all be completed in order." to "Duties of Chairperson: The role of chairperson consists of many tasks. The following tasks must all be completed in order. "

2. Change Section c.2 from "Distribute the Proposals to all Players announcing that these are the proposals which have been tabled for discussion." to "Distribute the Proposals to all Players announcing that these are the proposals which have been brought up for discussion. "

Proposal 334 [21 Apr 1999] Lisa Patacchiola

Mr. Simpson has already shown a hole in Rule #316. This hopefully should close it.

1. Change section 3 from "Each weapon gets a serial number, which must be posted in the message when the weapon is used. " to "Each weapon gets a serial number, which must be posted in the message when the weapon is used. A player may only use a weapon which they own. Weapons can not be lent or borrowed."
