Title: Automatic Voting

When a proposal moves to voting, the proposer implicitly votes "yes" for that proposal, in the interest of expedience. The proposer is free to countermand that "yes" vote with an explicit "no" vote, in which case the implicit "yes" vote becomes null and void.
