Title: Higher-Numbered Rules Are Void

If any rule has a higher number than this rule, then that rule's text shall be ignored for so long as this is the case.

Commentary:
This could be a lot of fun in combination with the number-swapping one that was proposed (by vulture, was it?). It would be good to pass the Resolutions proposal first to prevent stalemate from this rule, though.
