Ah, there already is an ammendment for this, but they wonŽt disturbe each other ...
IŽd like to ammend this:
"To move a proposal to the voting forum a player must pay 1 fish."
Who can move the proposal? Anybody or the thread creator? Anyway, this seems good for me as it keeps the number of proposals at a sane level (prevents flooding of the voting forum). There could be some reward for a passed proposal - IIRC there was a proposal in that direction at some time, together with the "fish"-business.

A good idea, but flawed. First of all, there are no such thing as fish right now. Second, there's no regular fish income so we run a risk of stalemate where nobody is permitted to create any new proposals. Too dangerous.
