Before a proposal can be put to a vote, it must be seconded by an active member other than the one making the proposal.

Again, unecessary. I see the vote as the true selection stage. Any additional complexity will slow the game down. Votes should be made as quick as possible.

I see this as a safety measure. Even with all the proposals currenty under discussion, the ruleset is pretty minimal and people are likely to find exploits like the ones DoctorB and others attempted previously. With this rule in place, players will be hindered from pulling a fast one in many such cases. Perhaps.
