Title: Quorum
No vote may pass without the participation of at least 5 active members, all of whom must still be active at the time the votes are counted.

Hello,
I don't see the point to this rule. You still need 50.1% of the vote to pass something.
Explain.

This addresses the problem of all the members going inactive, and then a new person coming along and having all the voting power. Basically, it says that nothing can get done unless a certain minimum number of people are participating. Could be less than 5 I guess, but should definitely be more than 1!
Quorum is a standard practice for legislative bodies.
