Title: Repealing Rules
Active players may submit a proposal to repeal or amend an existing rule. The process for this is carried out in precisely the same manner as that for creating a new rule, except that if the proposal passes the rule will be repealed or amended as described in the proposal. Removal and amendment of rules is not retroactive.

Yeah, go ahead. But let's change the title to "Repealing and Amending Rules" since it's about both -- don't know why I had it the other way.
