We've got a little problem with amendments -- there's no way to propose them! Rule 112 deals explicitly with rule creation, not amendments. Furthermore, rule 108 prevents us from contradicting an earlier rule. I think we need a rule that allows us to repeal rules so we can get rid of rule 108 and replace it with something more sensible, and then install a mechanism for passing amendments.
